The article deals with the problem of the existence of universal values as such. Religious views, sociological and philosophical theories and their ideas about universality were analyzed in detail. The author examines the meanings that the native speakers have in understanding the values that form both their individual image of the world and the national picture of the world, arguing that it is the similarity of the components of the meanings that can speak about the universality/specificity of the analyzed abstract concepts. The analysis of the content of the meanings was carried out on the basis of the ideographic dictionary, which allows to fix the associations not only reflecting the basic dictionary meanings, but also connotations and individual meanings, opening potentially possible ways of development of the words expressing values in the future. In comparing Russian and English associations of equity, there were both similarities and differences distinguished. Similar are the reactions reflecting the basic dictionary meanings of words. A striking discrepancy in the perception of the value of the analyzed value is the equality of women, disabled, national, racial and sexual minorities in the English language, which is not typical for Russian speakers. At the end of the article the author summarizes the preliminary results and outlines the ways of further study of this problem.
